"Stick to the front page" option should not be available to Author users #2556

Issue Overview

By default, WordPress authors do not have permission to make a post sticky. However, the Gutenberg editor sidebar metabox provides the "Stick to the front page" toggle option even if the user is an author.

Steps to Reproduce (for bugs)

  1. Log into wp-admin as an author.
  2. Go to Admin -> Gutenberg
  3. Create a new post and publish.
  4. Click on the "Stick to the front page" button to toggle that option on.
  5. Click "Update"

Expected Behavior

This option should not be visible to authors.

Current Behavior

When the author clicks "Update," the screen displays an error in red: "Updating failed"

Possible Solution

Hide this option if the user is an author.
