Description

We must not allow to manage wp_navigation type posts when the current theme doesn's support FSE.

Step-by-step reproduction instructions

  1. Enable a non-FSE theme like Twenty Twenty-One.
  2. Check the Appearance pane.

Expected behaviour

There must be no Navigation Menu menu item.

Actual behaviour

Navigation Menu menu item is present when a non-FSE theme is enabled.

  • Gutenberg version: "11.8.0" (trunk)
  • Are all plugins except Gutenberg deactivated? "Yes"
