Fix editing Legacy Widgets doesn't enable "Save" button

Description

Fix #26084.

The original implementation only fires onInstanceChange on blur, which results in not enabling the "Save" button when editing Legacy Widgets. This PR changes it to use the change and input events, and use rAF to schedule the changes for performance optimization.

We can make the rAF part a separate utility function to be used across different packages, but where should we put it?

How has this been tested?

1. Go to Widgets screen
2. Confirm that the "Save" button on the top right corner is disabled
3. Create some legacy widgets or use the original ones, take "Recent Posts" for example
4. Toggle "Display post date?" checkbox
5. Observe that the "Save" button is enabled
6. Try with other inputs like text inputs and number inputs
