Allow tranform to Columns from a single block

Description

Since a new Columns variation was added here: #24065
We should allow the transformation to a single selected block to a Columns block.

I was using the editor today and I find it weird to be able to transform any block to a columns block. I know that it's a valid transform and something we support in the "columns" block but I'm not sure that we should show the transform in all blocks personally.

This was before the row block and it seemed convenient for folks to use as a starting point for columns. We might want to revisit when we can allow transformation to row(block variations)? 🤔
