Add setting to only configure Apache for SSL

So that to not make Apache serve the application for non-SSL, and allow serving separate static files such as .htaccess to redirect to SSL.

This apparently is not necessary as in the aforementioned node issue. Django offers relevant settings to handle SSL easier than in node.
