Depends on the version of WooCommerce you have, in version 3.0.7 there is an error in shipping taxes.

Previous versions of WooCommerce have other bugs that produces that exception see woocommerce/woocommerce#14518 and solution woocommerce/woocommerce@60b3e3c.
