regulator: da9121: Sync with mainline version 
As there is an official up-streamed driver from Dialog, we are
syncing our internal driver with that. Both the versions originated
from Dialog but differ a lot.
So, we cannot have incremental commits, just syncing with mainline
as a single commit.
