In WordPress 3.8 there is an issue with the meta description, focus keyword, and seo title columns in the admin screen for pages and posts. When you shrink the screen down to responsive, those columns disappear (as they should) but they are still taking up phantom vertical space when a title, description, or keyword is set. Those columns should get display: none; to remove them completely from the responsive view.
