[YSQL] Creating a table can throw `duplicate key value violates unique constraint` #1993

On 1.3.1.0, creating YSQL tables can sometimes throw exceptions like duplicate key value violates unique constraint "pg_depend_reference_index". I think this might be related to issue #1962, which looks related to non-transactional DDL operations. Just in case it's an unrelated error, I'm opening a separate issue to track it.
