Show the full chain work in the chain fork progress bars

What happened?

I expected to see this happen:

Users will expect to see the full chain work for every chain fork. This is what zcashd does.

Instead, this happened:

Currently, Zebra displays the partial work for the fork up to the finalized tip. After PR #7087, it doesn't show any work.

What were you doing when the issue happened?

Running Zebra with the progress-bar feature, after syncing to the tip.
