Indonesia has a system of national routes (jalan nasional) marked by white and red hexagon shields and tagged network=ID:national. Within this system, toll roads have similar signs that would look exactly the same in this style. Toll roads (jalan tol) are tagged network=ID:tol. (However, a couple have been tagged network=ID:toll, which would be more consistent with network=ID:national.)
There are also provincial routes (jalan provinsi) marked by white and blue hexagon shields, as well as regency routes (jalan kabupaten) and city routes (jalan kota) marked by white and black hexagon shields, but none has been mapped as a route relation so far.

A local mapper has confirmed that national roads have signposted red-and-white hexagonal shields and that the intention is to use English in network=ID:national and network=ID:toll. However, toll roads don’t have signposted shields, so this sounds like a case for unsigned_ref.
