Support parsing python UV manifests #4501
Description
We need to support parse python UV based manifests for package and depednencies:
- pyproject.toml with UV specific tags and attributes
- uv.lock lockfile with dependencies and packages data
https://github.com/python-attrs/attrs/blob/main/uv.lock can be used as a test.
