My system information:
We need to backport #3374 to 9.x and 9.2.x given that pipelines will no longer support "just" the deploy step.
We'll also need to provide an update hook (similar to https://github.com/acquia/blt/pull/3380/files#diff-44e9a653e1dda2c509c8ccb1679dde05R712 for Pipelines and https://github.com/acquia/blt/pull/3380/files#diff-44e9a653e1dda2c509c8ccb1679dde05R717 for Travis) to facilitate the xenial image update on Travis and the backport of #3374 for Pipelines.
