cargo on macos-latest error code 126: cannot execute binary file

I'm sure macos-latest has cargo, but this time, error saying cannot execute binary file. 🙏

I'm sorry. This is the mistake from me.
I restored cargo from the wrong key, so that's why it won't run the cargo binary because of different OS.

Solved by correcting the actions/cache restore-key.
