The reason is Removed from the Windows Server 2025 image due to maintenance reasons source #12677

It's easy enough to install inno with choco, but then quite a few of the tools that are still available in windows-2025 would be easy enough to install with choco. Making the removal of inno seem a bit random quite frankly.
