Copied articles sometimes get pasted into the wrong place

Expected Behaviour

Articles can be copied and then pasted into any of the positions shown by paste buttons.

Actual Behaviour

Often when a paste button is clicked the article is pasted into a different place. We haven't got an exact formula for reproducing this but it seems to happen often enough that it is a problem.

Steps to Reproduce

These steps may need to be repeated a couple of times before the issue happens.

1. Enter a Page editor of a course. Create 3 articles, and title them A, B, and C.
2. Click the context menu of A. Click .
3. Scroll down to C. Click under C. Notice that the pasted article is between B and C.
