A simple python simulator for 'rate neurons' with continuous-valued, rectified output, connected by static/plastic synapses.
The synapses can have BCM-rule plasticity, also allowing a purely post-synaptic term a la Zenke et al 2015.

USAGE:
1) Ensure that this module's path is added in your PYTHONPATH
2) `python usage.py` from usage/ directory
