Switch from brackets CLA to Adobe CLA #14624

Hey! Steve here from @adobe/open-source-office.

We want to switch you guys over from the Brackets CLA to the Adobe CLA.

The Adobe CLA has a github bot which will auto comment on pull requests asking the user to sign a PR if they haven't. It will also comment with a checkmark if they have already signed a CLA.

External contributions made under the previous CLA are fine. But for any new contributions, users will have to sign the new cla, even if they have signed the old one. It is luckily a very quick and easy process now.

Let us know what you think about switching over. If you are in agreement, we should write a blog post about the change.

@stevengill That would look neat!
Can you please point us to some more details about the bot, so that we can do a detailed impact analysis and based on the outcome take a call on immediate adoption.

@swmitra I think the Balance Text project (https://github.com/adobe-webplatform/balance-text) should be switched over at the same time as Brackets project since it shares CLA server and code. Please keep me in the loop.

@swmitra as @filmaj mentioned, the cla bot code is available at https://github.com/adobe/cla-bot. You can see an example of a passing check over at adobe/cla-bot-playground#29 (for adobe employee). You can see an example of a failing check over at adobe/cla-bot-playground#28

We talked to some legal reps at Adobe about it and they agreed this approach is the cleanest.
