Does it make sense to keep Aegir Composer and Aegir Distributions as separate projects? There seems to be overlap. I raised this in https://www.drupal.org/node/2876247#comment-12258850 given the comment:

I answered over in the other issue. But also, I think that line in the docs may be out of date. I just looked at the .info files for the sub-modules under hosting_distribution, and I don't see hosting_composer as a dependency anywhere. |

I don't see a reason not to recommend placing contribs in /var/aegir/hostmaster/sites/aegir.example.com/modules as an alternative. This is much simpler, works, and doesn't require users figuring out how to write makefiles. In fact, I've never bothered with makefiles since I started using Aegir.
I'm happy to leave this as a follow-up as there's already a lot going on here.
