remove `.gitignore` and `index.html` files in (empty) storage and addons folders #1032

All folders in /storage contain an empty index.html and a .gitignore file. /addons has a .gitignore and there is a .htaccess in the data folder, too. Wouldn't it be possible, to remove the folders completely and to create them when calling the install script? The content of the nested .gitignore and .htaccess files could move to the root files.

The reason: I like using Cockpit as a library. Building websites with git for version control always messes up when I update Cockpit to the latest version (and forget to delete all .gitignore files). Especially the addons and the uploads folder are good candidates to get version controlled.
