time in cookiejar.py tests reaches to far in to the future on some systems

Otherwise, I don't care because tests are passed on all supported platforms on our CI runs.

FTR Travis CI now provides VMs with ARM arch too.

We can reproduce this on 32-bit x86. I'll send a pull request soonish.
