Adds missing dependency to enzyme-adapter-react-16 – see #2124 for details.

Closes #2124.

[enzyme-adapter-react-16] [fix] add 'has' to dependencies
 - also, enable lint rules that catch this

@ljharb Would you please make a new release? enzyme-adapter-react-16@1.13.0 doesn't contain this fix.
