JSONAPI expects Vault to be installed #168

When you run JSONAPI on a clean Bukkit Server without Vault it returns this error multiple times.

JSONAPI: 3.8.6

Gah. I thought I fixed this. Last time I "fixed" it, it crashed for people with Vault installed who wanted to use Vault features.

I'll get it this time!
