After doing some research, the quickest way to fix the CI problem is to downgrade the version (on github, several people have used this solution).
In our case, I think this is the best solution, as we want to quickly fix the problem on the monorepo frontend.

We downgrade @amanda-mitchell/semantic-release-npm-multiple to version 3.9.0 to fix the CI error
