The Nacos cluster uses the healthy server list to keep the data in the cluster consistent. But in some circumstances the servers may have different healthy server list due to network error or high pressure of visits.

Describe what you expected to happen

Health server list keeps consistent between servers in Nacos cluster.

How to reproduce it (as minimally and precisely as possible)
