A part from my work of updating french translation, i noticed that several stats motd doesn't support UTF-8 symbols.
Theses commits fix that.
(tested in game under counter-strike 1.6 and DoD.)
(tfc and ts motds don't support utf8 element, so their respective stats.sma is not updated)
