This separation ended up not being very useful, and the resulting names were confusing. Fold everything back together.

This is a small series of cleanups and refactoring. Expression handling stuff got moved back into expressions.h/.cpp, some functions taking |char*| got const-qualified, and some things got exposed into headers. This is in preparation for some upcoming work.
