Also, move uRETNONE into parser.cpp, and remove usage from functags, since it did nothing.
This also replaces usage fields in other structs that had it only for the uCONST flag.

These fields are really annoying when debugging, I have to look up the bit assignments every time, and some of them are overlapped. This patch series moves everything but uREAD and uWRITTEN into dedicated fields.
