This makes sure that the documentation on change of governments are up to date, especially with our recent changes around representing governments in the Publishing API.

We also need to:

Re-index political content in search

After the government has been closed, we need to re-index content in search. There is a rake task to do this.

We no longer need to run a manual Rake task to republish all content
since Whitehall links content to governments and we can let the
Publishing API do the dependency resolution.
This allows the page to be found when searching for history mode in the
developer docs.
