This bumps govuk_content_models to 7.1.0 so that Whitehall editions of any type are able to be registered with Panopticon.

The chosen-rails gem provides a version of chosen which can be included using the asset pipeline. This swaps out our existing copy that lived in vendor/assets.
This changes the app to use bootstrap-sass and updates our version of Formtastic to 2.2.1. Bootstrap is now imported in application.scss and the previous overrides file is updated so that our custom styles still apply. Using @import rather than manifest require statements is preferred so that we can extend Bootstrap styles in our own CSS rules.

This fixes a bug where double dashes inside an Inside Gov slug were changed to a single dash.
This adds the new tag type of 'industry_sector' to the Artefact model.
The previous commit had some erroneous bumps that we didn't want. This reverts those, and bumps the gems we actually want.
This allows us to add content from Departments and Policy without causing erroneous validation errors due to the way suffixes are used to differentiate clashing URLs.
This was failing due to an inefficient query against Mongo, which is slow most of the time and breaks completely if there are enough artefacts. See the pull request on the `govuk_content_models` repo for details <alphagov/govuk_content_models#101>
Also update the cleanup migration to use the validaiton helper method in the model instead of duplicating it in the migration.
Will be used to register artefacts with the router.
