Remove all the beta messages from GOV.UK.

After 18 months, an alpha, a beta, well over 13,000 commits and too many people to mention individually, GOV.UK is ready to go.

Well done everyone :-)

TIL gov.uk and the OGL1.0.

Also, it still says "beta" in the header logo graphic ... and does this mean that statements like that on https://www.gov.uk/running-a-limited-company/directors-responsibilities ("This is a test website, so may be inaccurate or misleading. [...]") are no longer true or is it only out of beta for function not for content.

Are you going to add a new RC1 graphic ;0)>
