This came out of the issues with libltdl in Travis (e.g. Given I'm not seeing the same issues locally, but they're happening persistently on Travis, and there's various items like the ftp access not being easily cacheable v.s. HTTP, I went through and unified all references to to use

This PR fails because it takes too long because it makes changes to 30 different packages and so Travis times out
