Service idler interval is not adjustable #1138

Describe the bug
The service idler router-log check interval of 4h is not adjustable, it would be nice to be able to adjust this

There could also be some other changes to the service idler based on this.

The CLI idler checks for running builds, I think the service idler could also benefit from this.

Also a check of the uptime of the pods before going to router-logs

Logic could be
Check running builds -> check uptime is < Xhrs -> check router-logs < Xhrs -> finally idle
