Set memory resource limits for CLI deployments #1140

cli pods occasionally run tasks that can use a lot of memory and affect other pods scheduled on the same node.

We can set a high memory resource limit so the pod will restrict the use of memory and also ensure the process that is using a lot of memory reports the lack of available memory. We have seen cases where the memory usage becomes so high that the kubelet evicts the pod and the process is not cleanly stopped, causing usual errors when the process is killed.
