PHP FPM & CLI Container fail if NewRelic is enabled and container is restarted #979

basically https://github.com/amazeeio/lagoon/blob/master/images/php/fpm/entrypoints/71-php-newrelic.sh#L4-L9 fails the start of a container all together if the file "/usr/local/etc/php/conf.d/newrelic.disable" does not exist, which can happen if the file already has been moved before.

We should probably change the mv into an cp

#979 - leave original file in place to keep restarts happy
