[Master Feature] Launch `amp-date-display` #20226

This feature allows you to display a time that is local to the user (shown in their timezone) as opposed to a constant timezone as set by the author.

E.g.
3pm Saturday 11th November 2017 (UTC)
Someone in Europe still sees that time but I'd like to show them as 4pm (CET)

or in New York as 10am (EST)
