What was accomplished

• Setup experiment for using esbuild for prod builds in EXP_C. (build-system: esbuild for production via EXP_C amphtml#35675). Needed to disable when we noticed a couple of issues (Disable esbuild experiment amphtml#35814).
• Created bugs:
  • Improve AMP_CONFIG handling during build amphtml#35773 (revert)
• Fixed bugs:
  • ie deprecation/bugfix: remove isIe check amphtml#35833
  • build-system: fix infinite loop caused by watching css in npm dist fo… amphtml#35827
• adsInitialIntersection experiment cleanup: ♻️ ads-initialIntersection: clean up failed experiment amphtml#35740, in-progress movement getIntersectionChangeEntry to ads.
• Enable rest, spread, and array destructure in source code.

What's Next

• Make compiler.js runnable.
• Launch esbuild experiment after solving two blocking issues (terser and combineWithCompiledFile bugs)
• Combine notions of test and localDev s.t. there is only one dev mode.
