Restrict editing of old duty officer records to Admin to protect historical data.

Editing Unit DO Assignments - current system:

admins can edit current or historical unit data, up to the prior year
regular users can't edit current or historical DO records

Editing Unit DO Assignments - new system:

admins can edit any current or historical unit DO assignments
regular users can't edit current or historical DO records

Editing Personal DO Availability - current system:

admins can edit current quarter only (only their personal data)
regular users can edit current quarter only (only their personal data)

Editing Personal DO Availability - new system:

admins can edit any current or history data for any user
regular users can edit current or historical data (only their personal data)

I'm OK with the behavior of the new system, and not going to change it unless someone explains why it needs to be changed.
