Tiles docs #513

I've drafted new documentation for modifying.txt that explains in detail how to define a new graphical tileset from scratch. My goal is to lower the bar to entry for artists that would like to contribute tilesets in the hopes that we might see more art contributions. I tried to keep it terse but without missing any important details. As I'm mostly unfamiliar with the code base I'm looking for feedback and corrections (especially where I may be unintentionally telling lies).

I have tested my own documentation and was able to create a new tileset and get it to work in game. Albeit it was only for a single tile to replace the home tile in town. I've also tested generating the manual and it appears to render well in the PDF and HTML versions.

As a side note, I do find the help format to be somewhat restrictive. It would be very helpful to add images and diagrams to help illustrate some of the concepts. I do understand that the help text is also displayed directly in game and that the game has to support character-mode only displays. I wonder if it would be possible to add an image capability but show alternative text where image display is not possible.
