In #168 we added a billing agreement option to the Express Checkout settings.

This should really be a product level option instead of a global Express Checkout option. Some products may require a billing agreement while others do not.

We need to add a check box to the product edit screen where people can enable/disable billing agreements for the product. Make the label say "Enable PayPal Billing Agreement".

Then, we'll also add this as another option that can be edited from our bulk edit tool that we are currently fixing with #175. This way people can easily enable/disable the billing agreement on multiple at once based on the logic they specify in the tool.

Need to make sure our option gets included for all product types that make sense. This would include simple product, grouped products, and variable products.
