馃殌 Feature request

As a user I might want to pass my options parameters as a json file to the schematics cli.

Command (mark with an x)

- [x] new
- [x] build
- [ ] serve
- [ ] test
- [ ] e2e
- [x] generate
- [ ] add
- [ ] update
- [ ] lint
- [ ] xi18n
- [ ] run
- [ ] config
- [ ] help
- [ ] version
- [ ] doc

A clear and concise description of the problem or missing capability...

This would make handling of schematics with many parameters more convenient. I would like to have the following behaviour.
The json has the parameters as a key value pair. It is allowed to have less parameters than the schema defines, but not more. All parameters can be overwritten by cli flags individually.

Describe alternatives you've considered

a workaround would be to wrap a cli command in another script that transforms json and flags to the schematics flag

Btw I would be happy to implement that feature, when it is approved and discussed
