It needs to go at the very bottom of the file, instead of surrounded by a /* */ style comment, as it is in https://ajax.googleapis.com/ajax/libs/angularjs/1.2.0-rc.2/angular.min.js.

Yes, and in fact was changed recently to use //# as the prefix (was //@) to allow this to work in IE.

This issue is no longer true; I switched the pragma to //# in one of my pull requests.
