Bug with DropList and autoScrollDisabled with the CSS property : scroll-snap-align #18162

Hi,

Bug:

When the CSS property "scroll-snap-align" is not "none", the property "[cdkDropListAutoScrollDisabled]="false"" on a cdkDropList don't work.

Expected behavior:

Normaly when a cdkDroplist have overflow:hidden, can scroll in the block while dragging a cdkDrag element (when near the edge of the block).

Current behavior:

The scroll don't work "scroll-snap-align" is not "none", so can't go to the last element to change the order of all elements in CdkDropList.
