Please describe the feature you would like to request.

I would like the CDK to have something like the screen-size breakpoints except for user-connectivity

What is the use-case or motivation for this proposal?

As a user, many loading indicators can be annoying when you have a good internet connection, but when you have a slow one, you would like to see that there is some progress going on in the background, so you don't execute any refresh actions.

You could also make prefetching of certain data optional.

Anything else you should know

It seems there is a lib for that already, but I'd prefer a semi-official (Material) solution:
