[FEATURE]: open files in built-in editor in web ui

Describe the enhancement you want to request

Files paths that appear in the chat don't become links and hence can't be clicked to open in the built-in editor.

Files should be clickable and opened right away.

Regarding a similar issue from here #13430 - it requests opening files with offset - by line of code. It looks like a way bigger change. While opening files in the editor is a simple thing.
