meraki_content_filtering - Add support for querying #57273

SUMMARY

The meraki_content_filtering module has support for modifying content filtering rules but not querying rules or the categories.

This replaces #51191.

The test ansible-test sanity --test validate-modules [explain] failed with 2 errors:

lib/ansible/modules/network/meraki/meraki_content_filtering.py:0:0: E307 version_added should be '2.8'. Currently '2.9'
lib/ansible/modules/network/meraki/meraki_content_filtering.py:0:0: E309 version_added for new option (subset) should be '2.9'. Currently StrictVersion ('0.0')
