New Module: Vscan Enable #57953

SUMMARY

Vscan Enable -- This is our first module that supports both Ontap 9.6+ rest API, and the existing zapi. The module checks to see if the Rest api is available. If it is it will make all the calls using the rest API. If it isn't the module will default back to the zapi.
