I have a meeting with the pulp installer team today for them to:

Enable the Github Zuul Apps on the repo
Provide @pabelanger with admin permissions to be able to setup zuul

Will reach back when that is done

pulp/pulp_installer are using github workflows. I am leaving today for 2 months PPL - will tackle that once I get back.
