This adds a small utility command to automatically apply the API clients release policy to help the RM to know if we should release API clients following an airflow core relase. This is especially useful for patch release where it is not straight forward.

Note: An update is coming to the process so clients release are separated from core (different process and vote), as ASF policy requires artifacts to be for the same version. Also core release process is already pretty heavy
