What does this PR do?

• Update RELEASENOTES.md with changes from previous release (4.5.4)
• Update RELEASENOTES.md and version to 4.5.5 according to https://github.com/apache/cordova-coho/blob/master/docs/platforms-release-process.md
• Update JS snapshot, CDVAvailability.h, and VERSION to 4.5.5 via coho using the following command with updates from Improve patch release support cordova-coho#176: ./cordova-coho/coho prepare-platform-release-branch --version 4.5.5 -r ios -b 4.5.x

This release includes changes from the following PRs:

• CB-14145 resolve npm audit issues in 4.5.x patch fix #379 - CB-14145 resolve npm audit issues in 4.5.x patch fix
• CB-14145 pin more added bundled dependencies in 4.5.x only #380 - CB-14145 pin more added bundled dependencies in 4.5.x only

What testing has been done on this change?

• npm outdated --depth=0 shows no red entries
• npm audit shows 0 vulnerabilities (using npm@6.2.0)
• checked results of coho audit-license-headers -r ios | less
• checked results of coho check-license -r ios
• tried running automatic tests from cordovamobilespec according to https://github.com/apache/cordova-coho/blob/master/docs/platforms-release-process.md#1-plugin-tests-with-cordova-mobile-spec-project, passed a few tests then crashed, apparently due to an incorrect or missing setting
